The Oslo Guide has been prepared to systematically define basic innovation concepts such as innovation, innovation activities and innovative company, by providing a common language and conceptual unity in these issues, and to carry out an integrated science and technology policy and make international comparisons.

Innovation in a country refers to the prosperity and increase of job opportunities in the society with sustainable growth. One of the priorities for states is to create the necessary conditions for innovation. What is required for this is to establish a successful system and to implement effective policies. The system approach, which includes the processes of producing and disseminating information and focusing on the interaction between institutions, is extremely important for innovation. The national innovation system sets out a system that regulates the flow of information, regulation and financing of all these institutions.
Innovation is divided into 4 different types: product, service, marketing and organizational.
We call the product innovation process of developing a different and new product and placing it on the market. This process doesn’t only require the emergence of a new product. However, developing or differentiating the features of an existing product in a better direction is also part of product innovation.
It is a system based on the renewal or development of a service offered to the customer, such as product innovation. Apart from this, the presentation of a completely new different service is included in the field of service innovation. For example, when a hospital sends the results of the analysis to patients via e-mail, this can be positioned as a service innovation.
Marketing innovation is called packaging the product or service with different and new designs or developing and presenting different marketing strategies.
Innovation is not only applied on product and service development. Apart from these, innovation must be applied in the work and business organization in order to keep up with the competition or maintain the current market position. The development of different, feasible and innovative working systems is described as organizational innovation.
